Overseas Private Investment Corporation (OPIC), the U.S. Government’s development finance institution, Acting President and CEO David Bohigian will visit Taiwan June 26-27. Bohigian is visiting the region to promote U.S. investment, strengthen partnerships, and explore opportunities to collaborate to advance a free and open Indo-Pacific and counter state directed investments. During his travel, he will meet with Taiwan officials to discuss further U.S.-Taiwan cooperation in promoting sustainable economic development, building off of OPIC and Taiwan International Cooperation and Development Fund’s collaboration earlier this year to support Paraguay’s Banco Regional and its efforts to provide lending services to underserved clients, especially women, in the country.
The visit comes as OPIC prepares to transform into a new, modernized agency called the U.S. International Development Finance Corporation (DFC) in October 2019. Equipped with a more than doubled investment cap of $60 billion and new tools like equity authority, DFC will have more resources to invest in priority regions like the Indo-Pacific.
Mr. Bohigian has extensive experience in both the public and private sectors. Before joining OPIC, he served as the Managing Director of Pluribus Ventures, where he advised innovative financial services firms and invested in impact-driven companies. Earlier, he served on the core management team of Bridgewater Associates, the world’s largest hedge fund. Prior to Bridgewater, Bohigian founded E2 Capital Partners, which developed new financing models for energy efficiency projects. Mr. Bohigian has also held several senior positions at the U.S. Department of Commerce, including as the Assistant Secretary for Market Access and Compliance in the International Trade Administration. He earned his B.A. in journalism from Washington & Lee University and his J.D. from Washington University School of Law in St. Louis.

David Bohigian assumed the role of Acting President and CEO of OPIC in March 2019. Previously, Mr. Bohigian had been appointed by President Donald J. Trump to serve as the Executive Vice President of OPIC, joining the agency in August 2017.
Mr. Bohigian has extensive experience in both the public and private sectors. Before joining OPIC, he served as the Managing Director of Pluribus Ventures, where he advised innovative financial services firms and invested in impact-driven companies. From 2002 to 2009, Mr. Bohigian held several senior positions at the U.S. Department of Commerce under the George W. Bush administration. As the Assistant Secretary for Market Access and Compliance in the International Trade Administration, he focused on eliminating barriers to trade and investment for U.S. companies. Prior to that, he was the Director of the Department of Commerce’s Office of Policy and Strategic Planning as the lead economic and energy advisor to two Secretaries.
Earlier in his career, Mr. Bohigian worked as Managing Director for Idealab, Founder and Managing Director for VenCatalyst, and Director for Jefferson Partners, LLC. He earned his B.A. in journalism from Washington & Lee University and his J.D. from Washington University School of Law in St. Louis
Amanda M. Burke
Deputy Vice President of External Affairs
Overseas Private Investment Corporation
Amanda Burke is Deputy Vice President of External Affairs at the Overseas Private Investment Corporation. She has fifteen years of experience working with U.S. foreign policy and international development. As Deputy Vice President, Ms. Burke oversees public affairs, outreach, and external relations activities including the formulation of policy related to communications, legislative strategy, and intergovernmental affairs.
Prior OPIC, she helped develop the Office of Congressional and Public Affairs at President George W. Bush’s flagship foreign aid agency, the Millennium Challenge Corporation (MCC), during its launch in 2005. During her time at MCC, Ms. Burke worked with the U.S. Agency for International Development’s Office of Development Credit Authority where she managed marketing and public relations.
While attending Seton Hall and George Mason University earning a B.A. in Diplomacy and International Relations, she interned with the Embassy of Australia and for a Member of Congress on the House Foreign Relations Committee in Washington, DC. Ms. Burke is an Alumna of George Washington University’s Graduate School of Political Management.
Brian Churchill
White House Fellow
Overseas Private Investment Corporation
Brian Churchill is a White House Fellow placed at the Overseas Private Investment Corporation, where he currently co-leads the agency’s Indo-Pacific Team. He was previously with the Los Angeles Police Department, where he managed the Department’s public video messaging and the release of body camera footage. During his 16 year tenure, he worked as a Watch Commander, Gang Enforcement Detail OIC, in counterterrorism, and as patrol officer. Brian has received more than 80 commendations, including those for bravery and courage under fire.
Brian serves concurrently as an officer in the United States Coast Guard Reserve, leading Port State Control teams in California. He began his military service in the Army, where he was deployed to Kosovo. Brian also founded a private firm that developed law enforcement policy for agencies throughout the US, Ukraine, and Mexico. He volunteers with the Sister Cities Organization, Boy Scouts of America, and other youth programs in the Los Angeles area.
He earned an MSc from the University of London’s Centre for Financial and Management Studies and a BLS from Boston University.
Cari Lutkins
Cari Lutkins serves as the Director of Strategic Initiatives where she focuses on business development throughout the Caribbean, 2X, OPIC’s women’s economic empowerment program, intergovernmental coordination, and the transition from OPIC into the Development Finance Corporation.
Prior to her current position, Lutkins served as Special Assistant to the President for Special Projects and International Engagement at the White House and in the National Security Council for two years, where she coordinated the President’s diplomatic meetings, foreign travel, and international engagement.
Marjorie Reed
Marjorie Reed is Confidential Assistant at the Overseas Private Investment Corporation (OPIC). As a Confidential Assistant, she helps facilitate, manage, and track OPIC’s investment portfolio in Latin America; specifically Mexico, Guatemala, Honduras, and El Salvador.
Before joining OPIC, she developed track record performance models for the private markets firm StepStone Group.
Originally from San Diego, Reed earned her B.A. in Economics with a minor in Development Economics from the University of Wisconsin-Madison.
